Rebuild when the foundation is the problem and fix when the symptoms are. If the site sits on a dying platform, has no editable page structure, cannot support new service or city pages, or needs a developer ticket to change a headline, incremental fixes will keep costing money without solving anything.

If the structure is sound and the issues are page weight, weak copy, missing service pages, or poor conversion paths, fixing is faster, cheaper, and preserves the rankings you already have. When you do rebuild, keep the URLs, keep the content that ranks, and redirect everything else.
