Is review gating against Google's policy?

Yes. Google prohibits review gating, which means you cannot survey customers first and send only the happy ones to your profile. That includes any funnel routing four and five star responses to Google while pushing one through three star responses to a private form.

Ask every completed customer the same way, with the same link. If you want internal feedback, collect it separately and after the review request, never as a filter in front of it. Getting caught can cost you reviews or the profile itself, and a few honest mid-range reviews with thoughtful owner responses read more credible to homeowners than a wall of flawless fives.
