Google will not penalize you, but it will pick one page and ignore the rest, which looks the same on a rankings report. There is no duplicate content penalty for near-identical city pages; there is filtering, and filtered pages simply never surface.
The fix is differentiation, not spinning. Change the proof, not just the city name: different photos, different reviews, different neighborhoods, different job examples, different FAQs. If two pages are genuinely redundant, merge them into one and 301 the loser.
