Should I build city landing pages or just rely on my Google Business Profile for three counties?

Build both, because they win different parts of the page. Your Google Business Profile competes for the three map results near your pin, while city pages compete for the organic listings below the map, which is where most searches outside your radius actually get clicked.

Covering Hillsborough, Pinellas, and Pasco means a real page for each city you genuinely serve, with jobs you have done there, photos, named neighborhoods, local permit or HOA details, and reviews from that area. One substantial page per city beats 40 thin templated ones, which Google now largely ignores and AI assistants never cite.
